Dear Dr. Graham,
Pursuant to the Virginia Freedom of Information Act, I request electronic copies of existing records used to prepare or support the June 8, 2026 Early Childhood Center Plan presentation regarding Norfolk Highlands Primary.
Please route this request to the staff or departments that prepared the June 8 presentation and the underlying analyses, including Planning/Policy/Research, Operations/Facilities, Transportation, Finance/Budget, and Teaching & Learning as applicable.
Please provide the following existing records:
- The June 8, 2026 Early Childhood Center Plan presentation in native PowerPoint format, including any speaker notes, embedded comments, hidden slides, linked files, or source references if they exist.
- The spreadsheet, dataset, workpaper, or source document used to create the 10-year enrollment and capacity chart on slide 7.
- The spreadsheet, dataset, workpaper, or source document used to create the projected 2026-2030 elementary enrollment chart for South Norfolk and Indian River neighborhoods on slide 8.
- Any record defining or explaining “overall capacity” or “operational building capacity” as used in the presentation, including the capacity figures for the affected schools.
- Any spreadsheet, worksheet, report, or source document used to calculate enrollment, capacity, available seats, classroom utilization, or projected receiving-school space for Norfolk Highlands Primary, Georgetown Primary, Sparrow Road Intermediate, Thurgood Marshall Elementary, Portlock Primary, Carver Intermediate, Rena B. Wright Primary, and Truitt Intermediate.
- Any existing site-selection document, ranking sheet, scoring matrix, memorandum, workpaper, or presentation explaining why Norfolk Highlands Primary was selected as the proposed Early Childhood Center site.
- Any existing document comparing Norfolk Highlands Primary to other possible early childhood sites or models, including partial co-location, distributed preschool classrooms, a hub-and-spoke model, lower-enrollment existing schools, or other CPS-owned buildings.
- Any existing document supporting the statement on slide 5 that Norfolk Highlands Primary has “limited acreage” that prevents standard modernization or expansion into K-5.
- Any existing document evaluating whether site-design alternatives, zoning variances, waivers, additions, modular classrooms, renovations, or other facility options were considered to address the “limited acreage” issue identified for Norfolk Highlands Primary.
- Any existing projected class-size, classroom-utilization, room-assignment, or staffing-impact document showing the impact of rezoning Norfolk Highlands Primary students to other schools.
- Any existing transportation-impact document, bus-routing estimate, ride-time estimate, walk-zone analysis, or transportation-cost estimate related to rezoning Norfolk Highlands Primary students and/or transporting preschool students to Norfolk Highlands Primary.
- Any existing budget workpaper, spreadsheet, or source document supporting the estimated additional expenditures, VPI funding, and net operating-budget impact shown on slide 10.
Please provide the records electronically by email or file-sharing link. For spreadsheets, datasets, workpapers, and presentations, please provide records in native electronic format, such as Excel, CSV, or PowerPoint, rather than PDF exports.
To control costs, please do not begin work if the estimated cost will exceed $100 without first providing an itemized cost estimate and giving me an opportunity to narrow the request. If any individual item is expected to be unusually costly, please identify that item separately and continue processing any lower-cost items that can be produced within the cost limit.
If CPS does not have a record responsive to any numbered item, please state that no responsive record exists for that item.

According to Va. Code § 2.2-3704(F), FOIA permits the School Division to charge its actual cost for accessing, duplicating, supplying, and searching for the requested documentation. The cost of responding to items 1-4 as submitted is $146.78, an amount calculated based on the hourly rates of the personnel and the hours required to search for, access, and supply the responsive records. Items 5-12 will incur no charges.
