How to speak at a meeting
- Call 757-547-1047 before noon on the meeting day. Ask to speak during the Hearing of Citizens and give the subject of your remarks.
- Arrive early. The backup option is an in-person request to the Deputy Clerk shortly before the meeting, but arriving early avoids problems.
- Prepare for 3 minutes. Keep your remarks short, direct, and focused on Norfolk Highlands Primary, the preschool conversion proposal, rezoning, transportation, safety, class size, and transparency.
- Bring a printed copy. If you get nervous or cut short, you can still submit your written comment.
Meeting etiquette
- Speak to the chair and the Board, not to individual audience members.
- Keep comments focused on school services, policies, facilities, safety, transportation, class size, and public process.
- Do not use personal attacks, insults, profanity, or vulgar language.
- Do not interrupt other speakers.
- Do not cheer, jeer, clap, or disrupt the meeting, even when you strongly agree or disagree.
- You cannot give your speaking time to another person.
- Do not campaign for public office or promote a private business.
